The Public Rental Housing (PRH) management undertaken by the Housing Department (HD) covers two main areas: property management and tenancy management. Property management involves the provision of management and maintenance services while tenancy management includes the enforcement of the Housing Ordinance, tenancy agreements, and the implementation of housing policies.
To further enhance our service quality and cost effectiveness, we rolled out a new management model to some public housing estates starting on 1 October 2000.
The primary difference between the old and new model lies with the segregation of property and tenancy management. Property management services are contracted to Property Services Companies (PSC) whereas tenancy administration functions are entrusted to District Tenancy Management Offices (DTMO).
As prescribed in the contract documents, the PSCs are required to discharge the full range of property management duties including cleaning, security, rent collection, minor maintenance / repairs and improvement works. They must set up property management offices at the outsourced estates to provide customer services to the tenants directly. They also provide simple frontline tenancy management services, e.g. explaining housing policies and application procedures, distributing standard forms and notification letters, assisting tenants in completing forms / applications, arranging meeting appointments between the tenants and HD staff, etc.
The DTMO staffs are responsible for processing subsequent work on tenancy matters including interviewing the tenants and conducting investigations. We also provide outreach services to the needies, e.g. the elderly and the disabled, to process their tenancy applications at their flats.
